The e-Governance Academy (eGA) assists governments both at the national and local level, to develop e-government policies and strategies, related to the implementation roadmap and financial plans.

eGA assists governments to develop legislation, regulations and procedures for e-government implementation.
- Building sustainable organizations
eGA assists governments to develop sustainable e-government organizations: to define mandates, roles and responsibilities of e-government stakeholders. This also includes advice about the e-government organization structure and job descriptions, quality assurance procedures, sustainable financing models and large-scale ICT project management.
- Developing e-government architecture frameworks
eGA assists governments to develop e-government architecture frameworks, allowing governments to understand and outline main principles, building blocks and general guidelines enabling development and implementation of electronic services for citizens, businesses and public administration.
- Assistance to select the best technical components
eGA assists governments to select the best technical components for e-government implementation. This includes advice about interoperability principles and solutions, digital identity, digital document management, digitization of the databases, digital document exchange, payment gateways, geographical information systems, mobile applications and call centers, etc.
- Building trust and confidence in e-government
eGA assists governments to build up trust in e-government by developing communication strategies and plans, advising about e-government related campaigns, data collection and research into the perception of e-government among various target groups.
- Development of digital inclusion strategies and tools
eGA assists central and local governments to develop digital inclusion strategies, enabling governments to plan and organize their digital inclusion activities. eGA also assists governments to set up online democracy proceduresand develop online democracy tools.
- Cyber security policies development
eGA assists governments to develop national cyber security policies, related legislation and action plans. As an important part, it includes organisational capacity building and related exercises and trainings.
- Study visits and training seminars
eGA provides e-government study visits and trainings to Estonia, but also to other countries. The study visits and trainings allow participants to understand the e-government ecosystem and implementation issues in practice and meet their counterparts in Estonian and other governments.
