eGA’s expert team analysed and evaluated the current state of the e-governance deployment in African countries and formulated key recommendations for a national, regional and pan-African roadmap towards deployment of e-governance. 

This roadmap would facilitate the preliminary work within Commission Services and discussions with African countries to determine possible pilot projects in line with the Staff Working Document “Digital4Development: mainstreaming digital technologies and services into EU Development Policy”. Also it can serve as a checklist for national responsible persons.

Data gathering, mapping and inventory of existing approaches and activities has been performed, based on publicly available data from international organisations – including rankings performed by international organisations – as well as independent data gathering and expert analysis by eGA experts.

The situation assessment in African countries was done on key elements of e-governance that were divided into two complementary sections: digital elements directly connected to technology and analogue elements, supporting technology. The report also proposes a matrix as a tool for indicating the level of e-government and determining the key elements that should be addressed, with work on different issues proceeding in parallel.

In addition, specific activities were suggested, to support national capacity building and the creation of clear organisational structures (including ensuring high-level leadership, financing, proper analysis of the legal framework, citizen engagement, digital identity, digital data handling, interoperability); and to support regional cooperation both outside and within existing regional and sub-regional organisations to achieve mutual support and synergies between countries at different levels and in different situations.

The project provided:

1.The review of the current situation of e-governance in 55 African countries:

  • current state of basic information society and e-governance statistics,
  • systems in place for developing the e-governance infrastructure (for example private-public partnership’s),
  • regulatory environment (legislation acts, degrees, internal procedures etc),
  • governmental institutional set-up (structures, mandates of the stakeholders and their functions),
  • present capacity of the human capital in critical organizations.

2. The recommendations and analysis of the current situation;

3. Roadmap of the countries capacity to develop coherent e-governance systems (both technical and non-technical aspects of it).
