Capacity-building via study visits and e-courses

By Annela Kiirats, Head of Digital Governance Training

Technology has advanced to the point where tools like ChatGPT and other AI solutions are seamlessly integrated into our lives, often operating unnoticed. However, the foundation of any digital transformation still relies on analogue methods: engaging with digital government practitioners, exploring lessons learned and embracing the value of human interaction.

The same applies to technology itself. Before envisioning flying cars and robot companions, we must focus on foundational processes – digitising data from paper, ensuring its accuracy and legitimacy, and monitoring how, by whom, when and why it is shared. These steps are essential for creating solutions that genuinely improve our lives.

Pragmatism is key to building a successful digital society, and eGA trainings provide the ideal setting for this. By focusing on real people, genuine emotions and personal experiences, we emphasise authenticity and practical experience in advising on digital government.

We avoid creating unrealistic expectations for governments. Instead, we help them stay grounded, working alongside them to transform their aspirations into tangible realities, not fleeting illusions that fade after a project ends. True success in this realm comes from the courage to seek advice from those with hands-on experience in building digital systems and the confidence to apply that knowledge effectively.

For the eGA training team, the focus is on meaningful interactions and tailored content that resonates with audiences, fostering genuine understanding and collaboration across diverse regions.

E-learning bridges time zone gaps effortlessly

Managing projects across countries with significant time zone differences – sometimes up to 15 hours – can be challenging, but it doesn’t mean we leave anyone behind. To overcome such challenges and expand eGA reach, we provide e-learning solutions and customised online courses.

While these may lack the immediacy of real-time interaction, they enable participants to learn at their own pace, revisit material when needed and reflect on their unique circumstances. In e-learning, we’re always just a chat away in the same environment.

Training is expensive, but not getting trained is more expensive

Be it study visits to Estonia, seminars and discussions in beneficiary countries, or online courses, eGA trainings help participants make informed decisions before taking on large, high-stakes projects. As one of eGA’s beneficiaries aptly put it, “Training is expensive, but not getting trained is more expensive.” This statement reminds us to invest wisely in knowledge and practical experience before committing significant resources to uncertain ventures. With the right preparation, those investments can be made effectively, ensuring sustainable success
