🎥: Cuban delegation explored X-Road to drive digital transformation in Cuba

A delegation of Cuban government officials visited Estonia from March 17–21 to explore the country’s world-renowned interoperability platform X-Road and gain insights into establishing an interoperability governance framework in Cuba.

The delegation, comprising representatives from the Ministry of Communications, DATYS, XETID, and the Union of Computer Scientists, examined how Estonia’s public sector utilises the X-Road platform to deliver secure, efficient digital services to citizens.

During the five-day study visit, Cuban officials met with experts from the State Information System Authority, the Estonian IT Centre, and the Centre of Registers and Information Systems. These meetings provided a deeper understanding of the legal, technical, and operational aspects of the X-Road data exchange platform. The delegation also visited Statistics Estonia to learn about its role in ensuring data quality across government institutions—an essential component of effective interoperability.

“We’ve studied the X-Road platform extensively and explored the possibilities it offers, especially in terms of how interaction with citizens can shape government processes. Our next steps involve conducting a thorough analysis of the tools and services we’ve encountered and determining how they can be adapted to support Cuba’s digital transformation. Ultimately, our goal is to make life easier for citizens through faster, more efficient public services,” said Rafael Santana, Head of the Cuban Delegation and the CTO of the “Digital portal of Cuba”.

The study visit concluded with a joint workshop hosted by the e-Governance Academy’s experts, where Cuban delegates and Estonian experts discussed practical steps for implementing interoperability solutions in Cuba, drawing on Estonia’s experience.

The visit was organised by eGA as part of the “Cuba Digital” project, funded by the European Union and implemented by the FIAP and eGA. The initiative aims to promote equal, inclusive, and transparent access to digital services while fostering stronger digital interactions between citizens, businesses, and government institutions in Cuba.
