The Cybersecurity Baseline Study Sheds Light on Cyber Resilience in Central Asia
The e-Governance Academy (eGA), with support from the European Union and in partnership with Expertise France, has published the Central Asia Cybersecurity Baseline Study: Executive Summary, offering a comprehensive overview of cybersecurity capabilities and challenges across Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan.
This publication marks the first milestone under the Team Europe Initiative on Digital Connectivity in Central Asia, specifically its cybersecurity component, and is the result of six months of field research, interviews, and policy analysis conducted by leading cybersecurity experts from eGA and Estonia.
The study highlights the evolving cybersecurity landscape in the region, with each country at a different stage of digital transformation and cyber maturity. While Kazakhstan leads with a relatively advanced institutional and legal framework, countries like Tajikistan and Kyrgyzstan are in the early stages of establishing sustainable cybersecurity structures. Across the region, shared challenges include institutional fragmentation, limited incident response capacities, and gaps in public awareness and education.
“This study provides valuable insights into how national strategies, laws, and institutions are shaping the region’s cybersecurity posture and where the most urgent support is needed,” said Merle Maigre, lead editor of the report. “By grounding our recommendations in local realities, the project aims to support Central Asian countries in building resilient, inclusive, and secure digital futures.”
The report includes detailed findings and tailored, actionable recommendations on governance, critical infrastructure protection, CERT/CSIRT capacity, cybersecurity education, and public awareness. It is designed to guide national stakeholders, donor institutions, and international partners in strengthening digital resilience and aligning efforts with EU and global best practices.
