Czech Government and eGA join forces to strengthen cybersecurity and digital public services in Dnipropetrovsk region

The Ministry of Foreign Affairs of the Czech Republic and the e-Governance Academy (eGA) have joined forces to strengthen cybersecurity and enhance the delivery of digital public services in Ukraine’s Dnipropetrovsk region – a key priority area for Czech support in Ukraine’s recovery and reconstruction.

The agreement was signed on 19 March in Tallinn by the Ambassador of the Czech Republic to Estonia, H.E. Zdeněk Beránek, and the Executive Director of the e-Governance Academy, Hannes Astok. The Ambassador of Ukraine to Estonia, H.E. Volodymyr Boiechko, also attended the ceremony.

“The project brings together Estonia’s expertise in digitalisation and cybersecurity, the strong commitment of the Czech people to support Ukraine – with more than 70% expressing support according to recent polls – and the urgent needs of communities in the Dnipropetrovsk region. This region, located close to the frontline, faces not only kinetic threats but also persistent and sophisticated cyberattacks targeting public institutions, digital services, and critical infrastructure,” said Ambassador Beránek.

As cyber operations have become an integral part of Russia’s full-scale war against Ukraine, cybersecurity is now a critical pillar of national resilience and the continuity of public service delivery.

The project aims to strengthen the capacity of the Dnipropetrovsk region and its municipalities to deliver secure, resilient, and inclusive digital public services. It focuses on two key areas: reinforcing cybersecurity foundations for public service delivery and improving access to secure digital services, particularly for vulnerable groups and demobilised war veterans.

In close cooperation with regional authorities, the project will enhance the security of digital infrastructure essential for public service provision and help build stronger cybersecurity skills among public sector employees.

To improve accessibility, especially for those who may face barriers in reaching administrative centres, the project will also introduce mobile public service centres, bringing essential services closer to communities.

“Building on e-Governance Academy’s experience in improving public service delivery in the Zhytomyr region under Estonia’s development cooperation project, we will apply proven approaches in the Dnipropetrovsk region. We believe this will make it easier and safer for people to access public services. Slava Ukraini!” said Hannes Astok.

Funded by the Ministry of Foreign Affairs of the Czech Republic with a total budget of €410,000, the project will be implemented in 2026 by the e-Governance Academy in cooperation with the Dnipropetrovsk Regional Administration. The project contributes to broader international efforts, including the Tallinn Mechanism, to strengthen Ukraine’s cyber resilience in a coordinated and needs-based manner.
