E-governance leading experts discuss e-governance challenges in Riga

On 4th and 5th of March the e-governance leading experts from Estonia, Azerbaijan and Latvia discuss e-governance challenges and best practice in the e-governance seminar in Riga.

„E-governance is often seen as a technical matter only. However, our  experience is that besides technological development, e-governance helps to make the society and governance more transparent and open, reduces possibility of corruption and brings state closer to people,“ Ivar Tallo, the founder and Supervisory Board member of Estonian e-Governance Academy said.

The seminar is organised by Estonian e-Governance Academy together with Latvian Information and Communications Technology Association. It focuses on best practice of e-governance solutions in three countries.

„Building up e-government is challenging for technology companies because they have to take into account particular countries legal and governmental systems besides technical issues. The e-governance must be tailor-made and adjusted for different countries´ needs,“ Tallo said.

Azerbaijan has improved their e-governance significantly in last years. They have developed  well functioning mobile signature systems and citizen service centres called ASAN, where people can get all public services in the same location. All those services will be introduced also in the seminar.

Estonian and Latvian representatives will give brief overview on development of e-governance in their countries.  In Estonia almost 33 per cent of voters gave their vote electronically at parliament elections held last week. Latvian Telecom representative will give an overview about Latvian e-index –  e-readiness measurement of Latvian public authorities and municipalities.

Estonian e-Governance Academy is a non-governmental, non-profit organisation, founded on 2002 for the creation and transfer of knowledge concerning e-governance, e-democracy and the development of civil society. At present moment they have co-operation projects in 50 coutries.

The Latvian Information and Communications Technology Association – LIKTA – is a professional association, founded in 1998, that connects ICT companies, educational institutions and ICT professionals. They have been part of developing e-Latvia strategy and e-government model.

The seminar is funded by the Council on State Support  to Non-governmental Organizations under the Auspices of the President of the Republic of Azerbaijan.
