Ecuador selects priority public services for digitalisation with EU-support
Ecuadorian public institutions have selected four priority public services for redesign and digitalisation under the TINKUY project. Supported by the EU’s Global Gateway initiative, the project is advancing the development of digital public services in Ecuador with strategic guidance from eGA experts.
Using an eGA-developed methodology, the 27 representatives from public institutions worked together to review and prioritise services that can deliver the highest value for citizens and are ready for digitalisation.The selected services focused on education and some of the most used public services.
“The workshop provided a clear and structured way for institutions to analyse service demand, assess the current maturity of services, and align processes across government. This is essential for making informed decisions on which services to prioritise for digitalisation,” said Ottón Rivadeneira González, the Director General of the Civil Registry of Ecuador.
The four selected services will now move forward to validation with national authorities. They will also serve as practical case studies to strengthen public officials’ skills in designing citizen-focused digital services based on international best practice.
“The workshop showed strong cooperation between institutions and a clear focus on public value,” said Kristina Reinsalu, Project Team Lead at eGA. “A key takeaway from the workshop was the shared understanding that digital services must be designed around citizens’ life events and real needs.”
Next, the selected services will move through validation and approval with Ecuadorian authorities, followed by training and capacity building for service design teams. This will help develop a clear and practical vision of how these services should be delivered digitally. After this stage, two services will be selected for full redesign and development.
To support this process, Ecuadorian representatives will take part in a study visit to Estonia in early 2027. The visit will offer practical insights into one of the world’s leading digital societies and help guide the next steps in service design and implementation.
The TINKUY project is funded by the European Union and implemented by the e-Governance Academy in partnership with FIAP and CEDIA. It supports a more connected, efficient and citizen-focused public administration in Ecuador by strengthening digital services and interoperability across institutions.
