eGA supports Ukraine’s digital European integration: results of the Ukraine-EU round table

e-Governance Academy’s experts joined the Ukrainian delegation at the Ukraine-EU round table in Brussels. The purpose of the meeting was to discuss the prospects for cross-border interoperability and further digital integration of Ukraine with the European Union. The visit happened within the DT4UA project, in which one of our experts’ main tasks is to support Ukraine on its digital EU accession journey.

On 3 December 2025, a series of expert sessions and working meetings were held between representatives of the Ministry of Digital Transformation of Ukraine, e-Governance Academy and representatives of the European Commission’s Directorates-General — DG CNECT, DG DIGIT, DG GROW and DG ENEST, which are responsible for digital policy, interoperability, the development of electronic services, etc. 

During the meetings, the Ukrainian delegation presented its achievements in digital transformation, discussed plans for further integration with European systems, and exchanged experience with key directorates of the European Commission.

Below are the main results for each directorate.

  • DG CNECT is responsible for digital policy and the development of the digital single market

Ukraine presented the current state of digital transformation, the development of the Diia ecosystem, its main projects and electronic services, the CDTO institute, the digital government infrastructure and statistics on its functioning. European partners noted Ukraine’s significant progress in digitalisation, despite the challenges of war.

During the expert session, the implementation of eIDAS2, which provides mutual recognition of trust services, and tools to support the digital wallet for electronic identification were discussed.

  • DG DIGIT, which develops and implements digital solutions

During the session with the Directorate, representatives from Ukraine demonstrated the implementation of the Interoperable Europe Act: the preparation of the Trembita 2.0 system, the Personal Data Access Monitoring Subsystem, the Dіia.Engine registry platform and the Joint Work Plan for Interoperability Implementation project.

They also presented a plan for the implementation of eIDAS2 and the introduction of a digital electronic identification wallet based on the Diia application. DG DIGIT noted the high level of readiness of Ukraine’s digital infrastructure and agreed on further expert support, including the assessment of the draft law on interoperability and the translation of methodological materials into Ukrainian. This will ensure full harmonisation of Ukrainian legislation with EU interoperability standards.

  • DG GROW coordinates EU policy in the field of the internal market, in particular the development of electronic services and the Single Digital Gateway (SDG)

The Ukrainian delegation presented its achievements in building electronic public services and operating the national segment of the Once-Only Technical System (OOTS), as well as the draft Joint Work Plan for the implementation of the SDG in Ukraine.

DG GROW confirmed Ukraine’s participation as an observer country in the SDG expert group and its readiness to provide access to methodological and technical materials, and invited the delegation to the next acceleration event in May 2026.

  • DG ENEST is responsible for the enlargement policy and coordination of cooperation with partner countries, including Ukraine.

Representatives of the Directorate thanked Ukraine for its active position in fulfilling its digital commitments under the Association Agreement.

The meetings confirmed that Ukraine is already moving towards practical integration into European digital processes. These results significantly strengthen overall Ukraine’s negotiating position on the path to European integration.
