Expansion of the e-Entrepreneur service empowers business in Ukraine
To empower Ukrainian businesses, the e-Governance Academy and the Ministry of Digital Transformation launched 5 new e-entrepreneur features on Diia at the “Country of e-Entrepreneurs” event. The European Union supported the expansion of the e-entrepreneur integrated service within its projects EU4DigitalUA and DT4UA, which were implemented by the e-Governance Academy.
“Today, Ukraine demonstrates how digital innovation can bolster economic growth and resilience even in today’s most challenging circumstances. By helping to develop the e-Entrepreneur integrated service, through its EU4DigitalUA and DT4UA projects, the European Union is helping Ukraine to make entrepreneurs’ lives easier. It is important because entrepreneurs are the backbone of the country’s economic recovery. This know-how-solution represents an absolute milestone towards the safety, efficiency and transparency of Ukraine’s business administration,” said Rémi Duflot, Deputy Head of the EU Delegation to Ukraine.
Since its initial launch on the Diia platform this July, the e-Entrepreneur service has provided a one-stop-shop for starting and managing a business online, eliminating much of the traditional administrative burden. This latest update, supported by the EU, enhances the platform’s capabilities, supporting Ukraine’s digital transformation and economic growth.
“Ukrainian businesses play a key role in the country’s development. On our part, as the government, we are doing everything possible to make life easier for entrepreneurs – removing unnecessary bureaucracy, providing incentives for growth, and creating the best conditions for scaling. This is exactly the principle behind the integrated e-Entrepreneur service on the Diia portal. It’s another revolution in public services, allowing business owners to spend time growing their businesses rather than waiting in lines or gathering documents. Now, opening or scaling a business can be done with a single application in just a few minutes, instead of 1.5 months of visiting government offices,” said Mykhailo Fedorov, Vice Prime Minister for Innovations, Development of Education, Science and Technologies — Minister of Digital Transformation of Ukraine.
The five new services introduced today include:
- Unified tax payment account: Enables entrepreneurs to pay taxes quickly and accurately, avoiding errors and overpayments.
- Digital employee registration: Allows entrepreneurs to register employment contracts remotely, making hiring easier and fully online.
- Fiscal and electronic cash register setup: Simplifies cash register setup, avoiding the need for in-person visits to tax offices.
- Electronic submission of Form 20-OPP: Allows electronic submission of tax registration for business locations without physical visits.
- Bank account opening: Provides entrepreneurs with a direct option to open accounts with two new partner banks.
The e-entrepreneur service is a digital public service for Ukrainian entrepreneurs, developed to streamline business registration and management. Launched on Ukraine’s Diia portal, the service allows users to register and expand their businesses from any internet-connected device. Since its launch, e-entrepreneur has significantly reduced the time and complexity of starting a business in Ukraine, from a month and a half to as little as 15 to 30 minutes. The service is available to all Ukrainians who wish to register a new business or modify an existing one.
“This service was designed with Ukrainian entrepreneurs in mind. What makes the Ukrainian e-Enterpreneur solution truly unique is its scalability. The same technology can be easily applied to various life- or business-event-based services. Whether it’s opening a business, managing personal legal affairs, or handling complex administrative tasks, this technology can spill over to other spheres and meet the needs of any life or business event. It’s a tool that can serve not only entrepreneurs but every Ukrainian citizen,” said Ingrid Toonekurg, Member of the Management Board of the e-Governance Academy.
This initiative is part of the European Union’s broader support for Ukraine’s digitalisation under the EU4DigitalUA and DT4UA projects, implemented by the e-Governance Academy. Communication support for e-entrepreneur service is provided by FIIAPP within the EU4DigitalUA project together with the e-Governance Academy within the DT4UA.
