Cybersecurity training organised under the UA–EE Cyber Shield project through the Tallinn Mechanism.

Nearly 100 Ukrainian cybersecurity specialists trained in Kyiv despite Russian attacks

Despite ongoing Russian missile and drone attacks, nearly 100 cybersecurity specialists from across Ukraine gathered in Kyiv for two rounds of practical cybersecurity training. Organised under the UA–EE Cyber Shield project through the Tallinn Mechanism, the training strengthened participants’ skills to counter cyber threats and protect Ukraine’s critical services.

The training sessions took place on 28–29 September and 30 September–1 October 2026, bringing together cybersecurity professionals from government institutions and critical infrastructure organisations across Ukraine.

Despite challenging security conditions, participants developed practical skills to detect,  analyse and respond to cyber incidents. In a country facing constant cyberattacks alongside missile and drone strikes, these skills are essential to protecting critical infrastructure and keeping public services running.

Practical skills to counter real-world cyber threats

Participants particularly valued the hands-on approach, realistic scenarios and opportunities to exchange experiences between cybersecurity experts working at national and regional levels.

“I gained a better understanding of approaches to network traffic analysis, cyber threat detection, working with indicators of compromise (IoCs), and monitoring information security events,” shared one participant.

Another highlighted the value of practical exercises: “The opportunity to work with real-world scenarios, exchange experiences with experts, and see the practical application of tools used in modern cyber defense was particularly valuable.”

One participant summed up the experience: “Thank you for the high-quality training, professional organisation, the knowledge shared, and your contribution to the professional development of cybersecurity specialists in Ukraine. I will certainly apply the experience I have gained to my future professional growth and practical work.”

More than 400 specialists trained, with a target of 500

The latest sessions marked the seventh and eighth rounds of training in the second phase of the UA–EE Cyber Shield programme. So far, more than 400 cybersecurity specialists have participated, with the goal of reaching 500 by the end of 2026.

The training was jointly organised by the eGA, CybExer and the National Cybersecurity Coordination Center (NCSCC) under the National Security and Defence Council of Ukraine, with support from the Estonian Centre for International Development (ESTDEV).

The activities are part of the UA–EE Cyber Shield initiative, implemented through the Tallinn Mechanism, which supports Ukraine in strengthening its cybersecurity capabilities through international cooperation, practical training and targeted assistance.
