Implement DGA
The European Union is working to build a strong data-driven economy in which data can be shared and reused safely across borders and sectors. Public sector data is one of the most valuable resources for innovation, research and policymaking. However, unlocking its full potential requires clear rules, trusted governance structures and the technical capacity to manage data securely.
The Data Governance Act (DGA) is a key pillar of the European Data Strategy, designed to increase the availability and reuse of data while ensuring high standards of privacy, security and trust.
The project supports the National Statistical Institutes of Croatia, Estonia, Germany and the Netherlands by reviewing legal frameworks, organisational structures and existing practices for data sharing to develop a practical framework for implementing Article 7 of the Data Governance Act, thereby enabling the secure reuse of protected public sector data.
Through legal, organisational, technical, and communication guidance, the project will support the National Statistical Institutes in developing services that facilitate data reuse while ensuring compliance with EU data protection and security rules.
Main outcomes of the project:
- Analytical report on the DGA ecosystem and its implementation in beneficiary countries.
- Structured, practical and adaptable reference framework outlining how to implement DGA.
- Developing the plans and content for capacity building activities for the National Statistical Institutes based on the reference framework and the analytical report.
By strengthening governance structures and operational capacity for data reuse, the project contributes to the development of a trusted European data ecosystem. In the long term, it will help unlock the value of public sector data for innovation, research and policymaking while supporting cross-border cooperation within the Digital Single Market.
The project is funded by the European Union via the Technical Support Instrument and implemented by eGA in cooperation with the European Commission.
