Interoperable Digital Ecuador – Tinkuy

Interoperable Digital Ecuador – Tinkuy is a European Union–supported initiative that brings practical digital governance expertise to Ecuador, supporting the country’s path toward a more modern, connected, and citizen-centred public administration. The name Tinkuy comes from Quechua and means “encounter” or “meeting.” In Andean culture, it reflects the coming together of different people, forces, and ideas to create something new through collaboration — a concept that lies at the heart of this project.

Tinkuy aims to accelerate the digital transformation of the Ecuadorian State by improving the quality, efficiency, and sustainability of public digital services. The project supports key areas such as:

  • Digital state service provision
  • Interoperability between public institutions and secure information exchange, particularly in the security and justice sector, to facilitate the fight against crime and violence and protect the human rights of vulnerable groups.
  • Cybersecurity and data protection
  • Evidence-based policymaking through better data management systems. For example, the project will develop a system to manage and monitor key national indicators, including those related to chronic child malnutrition, helping decision-makers respond more effectively with reliable data.

All project actions are aligned with Ecuador’s strategic frameworks, including the National Digital Agenda 2022–2025 and the National Development Plan 2025–2029, reinforcing a citizen-centred public administration model.

This work is carried out in close collaboration with Ecuador’s Ministry of Telecommunications and Information Society (MINTEL).

Each partner contributes specific expertise:

  • FIAP leads efforts in cybersecurity and digital governance
  • eGA supports service digitalisation and interoperability development
  • CEDIA is responsible for data systems and social information analysis

Tinkuy is part of the European Union’s Global Gateway strategy, which strengthens digital connections worldwide and helps partner countries bridge the digital divide. In Ecuador, Global Gateway supports major investments in clean energy, water and sanitation, regional interconnection, and sustainable development partnerships. Through this initiative, the European Union reaffirms its commitment to a more resilient, fair, and green future for Ecuador and the region.

Key areas of eGA's work

The eGA team supports the improvement of digital public service provision, development of Ecuador’s interoperability model and data exchange platform, with extra focus on the security and justice sector.

Digital service portal improvement (GOB.EC) and public service design

eGA supports the improvement of Ecuador’s digital service portal and public services through activities such as:

  • Developing a roadmap for the digital service portal GOB.EC
  • Enabling citizen-centred and interoperable digital processes
  • Training stakeholders and strengthening institutional capacity
  • Piloting service digitalisation across four services
  • Delivering training-of-trainers programmes
  • Facilitating governance and coordination mechanisms

Enhancing interoperability

To strengthen Ecuador’s interoperability model and data exchange platform, eGA activities include:

  • Organising workshops to create interoperability and data governance frameworks
  • Supporting roadmap development and adoption
  • Technical assistance for implementation
  • Design of tailored training programmes
  • Organising study visits to share international best practices

Drawing on Estonia’s internationally recognised experience, eGA experts focus on governance, change management, and service redesign to ensure that solutions are sustainable, inclusive, and adapted to Ecuador’s context. Stakeholder engagement and co-creation are central to the approach.
