Securely with AI: Next-generation digital skills and awareness in Moldova
Moldova has made strong progress in digital transformation, with a growing range of e-services and good internet accessibility. At the same time, many citizens and small businesses still lack the practical skills needed to use digital tools safely and confidently. As AI-based scams, disinformation, and online fraud are widespread, strengthening digital awareness and cyber hygiene is increasingly important.
This project helps address this need by improving the cyber resilience and digital literacy of Moldovan citizens and SMEs. Implemented by the e-Governance Academy (eGA) together with the Moldcell Foundation and P.B. Municipal Library and funded by the Estonian Centre for International Development (ESTDEV), the project combines practical cybersecurity training with awareness-raising on the safe and responsible use of AI tools.
Building on eGA’s earlier cybersecurity awareness work in Moldova, the project applies proven Estonian approaches, such as Look at World and Smart Protection, to strengthen digital skills and cyber resilience nationwide. It focuses on practical skills for daily life, such as protecting devices and accounts, recognising online threats, using stronger authentication, and understanding the risks posed by AI-generated content.
Expected outcomes:
- Practical workshops delivered across Moldova
- Stronger digital skills and cyber hygiene among citizens and SMEs
- Local trainers equipped to carry forward outreach and awareness-raising
- Localised learning materials available in Romanian and Russian
- Greater public awareness of cyber threats and responsible AI use
- Improved confidence in recognising scams and using digital tools securely
Overall, the project supports Moldova’s digital transformation by helping people use digital technologies more safely, critically, and confidently, while strengthening societal resilience against cyber threats and AI-enabled manipulation.
