‘UA-EE Cyber Shield via Tallinn Mechanism’ exercises in Ukraine
Following the successful collaboration and positive outcomes of the two previous “UA-EE Cyber Shield via Tallinn Mechanism” exercises (2024–2025), in which over 380 cyber specialists were trained, Estonia will continue to support Ukrainian government institutions, critical infrastructure service providers, and academia through a new project “Cyber Range Exercises in Ukraine“.
With ESTDEV’s support, up to nine cyber range trainings and exercises will be conducted for over 500 participants. The e-Governance Academy (eGA), CybExer Technologies and the National Cybersecurity Coordination Centre under the National Security and Defence Council of Ukraine are jointly implementing this initiative. CybExer Technologies and eGA together have a proven track record in delivering advanced cybersecurity training in Ukraine and beyond. This includes an intensive training programme for military experts of the Ukrainian Armed Forces in 2022-2023.
The project aims to equip the Ukrainian participants with the necessary skills and hands-on experience to prevent, detect, and respond to cyber threats. The two-day exercises will combine threat hunting with live-fire simulations, culminating in a hack-back scenario. Additionally, a Capture the Flag (CTF)-style challenge environment will be available to add technical depth and test participants’ agility under pressure.
All exercises will run on CybExer’s cyber range platform, which offers realistic simulation environments. A dedicated solution will also provide near real-time visualisation and comparison of exercise data, ensuring the training is transparent, engaging, and valuable for technical responders and senior decision-makers alike.
This project forms part of the activities under the Tallinn Mechanism, established in December 2023 by the following 11 countries: Estonia, Ukraine, the Netherlands, Canada, Poland, France, Sweden, Germany, Denmark, the USA, and the United Kingdom. The Tallinn Mechanism aligns Ukraine’s top cybersecurity priorities with international support and aims to enhance Ukraine’s preparedness and resilience.
