Central Asia Cybersecurity Baseline Study: Executive Summary
The Central Asia Cybersecurity Baseline Study: Executive Summary presents a first-of-its-kind regional analysis of cybersecurity capacities in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. Developed by the e-Governance Academy (eGA) under the Team Europe Initiative on Digital Connectivity in Central Asia, this report offers a comprehensive overview of national cybersecurity frameworks, challenges, and opportunities across four key areas:
- Governance, legal and institutional structures
- Critical information infrastructure (CII) protection and risk management
- CERT/CSIRT capabilities
- Public awareness and education
Based on extensive desk research, stakeholder interviews, and field visits conducted between February and May 2025, the report provides actionable recommendations to strengthen national and regional cyber resilience.
This synthesis is designed to support policymakers, development partners, and national stakeholders in building inclusive, secure, and sustainable digital ecosystems aligned with international best practices.
The study is compiled by Kadri Kaska and Merle Maigre (lead editors).
