eGA Yearbook 2024–2025: From Bytes to Benefits

Download

In eGA Yearbook 2024 – 2025, From Bytes to Benefits, eGA senior experts and partners shed light on the most pressing aspects of digital transformation and cybersecurity that governments must prioritise in upcoming years. As nations seek to address immediate challenges and foster economic growth, this yearbook offers essential insights into effective digital transformation policy formation and implementation that would turn bytes to benefits.

The year 2024 was marked by intense discussions on technology, particularly artificial intelligence. While AI and other emerging technologies present vast opportunities for governments, the real challenge lies in harnessing them responsibly to deliver transparent, measurable, and meaningful outcomes for people, businesses, and society. Driven by this challenge, we have also formulated the title of the yearbook and the theme of the e-Governance Conference 2025.

This edition provides in-depth articles on key trends, including AI adoption and data governance, digital service design, digital skill development, golden rules for implementing interoperability, and insights on how digital signature benefits society. It also offers guidance on crafting digital government strategies that drive real impact.

Given the increasing global focus on cybersecurity, our experts share comprehensive insights into national-level cybersecurity developments—from critical infrastructure protection legislation and opportunities offered by cybersecurity indices to proactive cyberattack prevention led by Security Operation Centers (SOC).

As always, the yearbook showcases impactful projects that complement eGA’s expertise and highlight key lessons from our collaborations with partners and donors worldwide. Many of them will continue in the coming years. We invite you to explore how these initiatives or practices could shape digital governance also in your country.

This edition concludes with an exclusive interview with Ingrid Toonekurg, a valued member of eGA’s management board who joined in 2023. Named Newcomer of the Year by her colleagues, Ingrid shares her perspective on leadership, collaboration, and the guiding principle that has shaped her approach: always assume the best intentions.

In keeping with tradition, the yearbook also presents an annual overview of eGA’s key achievements, detailed statistical data on operations, and a comprehensive look at the organisation’s impact over the past year.

Compiled through the collaborative efforts of eGA Senior Experts and partners, this publication brings together insights from leading professionals, including Hannes Astok, Oleg Burba, Mark Erlich, Piret Hirv, Luukas Ilves, Kristi Kivilo, Yurii Kopytin, Oleksandr Kozlov, Merle Maigre, Kristina Mänd, Elsa Neeme, Anne Nurmik, Pirit Pikker, Kristina Reinsalu, Milan Sekuloski, Radu Serrano, Piret Saartee, Heiko Vainsalu, Priit Vinkel, Ene Višnev, and Rica Williams.

We hope you find this edition insightful and inspiring as we continue to navigate the evolving digital landscape together.
