Let’s unlock Ukraine’s digital potential! Together.
The publication “Let’s unlock Ukraine’s digital potential! Together” showcases Ukraine’s digital transformation journey as a compelling example of how innovation, resilience, and strong partnerships can create meaningful and lasting impact. Over the past decade, the country has made significant progress in modernising public administration, expanding citizen-centric digital services, strengthening cybersecurity, and advancing towards integration with the European digital ecosystem. Throughout this transformation, the e-Governance Academy (eGA), together with the European Union, ESTDEV, and other partners, has supported Ukraine in building the foundations of a secure, transparent, and future-ready digital state.
This publication showcases the results of more than a decade of cooperation between eGA and the Government of Ukraine. It highlights achievements across key areas of digital transformation, including the development of digital identity and trust services, modernisation of state registries, implementation of interoperability through the Trembita data exchange platform, design and delivery of digital public services, legal and technical alignment with the EU digital acquis, strengthening cybersecurity and cyber resilience, and supporting local digitalisation and municipal service provision.
Readers will also discover flagship solutions and success stories, including Trembita, Diia.Signature, Diia.Engine, the Personal Data Access Monitoring Subsystem, Vulyk, and the UA–EE Cyber Shield cyber exercises.
We invite policymakers, donors, and digital transformation leaders to explore the opportunities presented in this publication and engage in future cooperation with eGA in Ukraine. Together, we can continue unlocking Ukraine’s digital potential, accelerate its integration into the European digital space, and shape the next generation of secure, innovative, and citizen-centred digital public services. This is especially important at the local level, where digital solutions can play a vital role in strengthening communities, improving service delivery, and supporting Ukraine’s recovery and long-term development.
