The former State Secretary of Estonia Taimar Peterkop joined the e-Governance Academy

Taimar Peterkop, the former State Secretary of Estonia joined the e-Governance Academy as a Senior Expert on Cybersecurity.

“I am excited to join the e-Governance Academy, where I can apply my knowledge and diverse experience in strategic governance planning and crisis management—not only in Ukraine but globally. My experience as Director General of RIA and Secretary of State has equipped me with valuable insights into building a secure and resilient digital government and supporting the implementation of cross-border digital solutions. I also look forward to sharing my expertise in crisis management,” said Peterkop.

Previously, from 2018 to 2025, Peterkop served as the State Secretary of the Republic of Estonia, supporting the work of the Government and the Prime Minister. His responsibilities included strategic planning of the republic, coordination of EU policy, security and defense management coordination, government communication, and the selection and development of top civil servants. Under his leadership, Estonia’s long-term development strategy up to 2035 was created, a unified crisis management system for security and civil crises was implemented, and Estonia successfully navigated polycrises caused by the COVID-19 pandemic and Russia’s aggression against Ukraine.

Peterkop also brings extensive experience in managing Estonia’s core e-government systems and leading the national cybersecurity. From 2015 to 2018, he served as the Director General of the Estonian Information System Authority (RIA). During his tenure, RIA successfully managed the 2017 e-ID crisis and expanded the use of Estonia’s digital identity, ensured the security of i-voting systems, and introduced a service-based approach within RIA.

The e-Governance Academy is a leading center of excellence that has advised governments for over 20 years, helping to enhance prosperity and openness through digital transformation. The Academy shares Estonia’s and the world’s best practices in digital governance globally. Since 2002, the e-Governance Academy has collaborated with over 300 organisations across 145 countries, with one of its greatest achievements being its support in building Ukraine’s digital government.
