The European Commission supports Lithuania in preparing the automation of routine tasks in judicial procedure
News
Lithuania is taking the next step in modernising its judicial system by exploring how digital technologies can support court procedures and reduce routine administrative work. A new project, funded by the European Union through the Technical Support Instrument (TSI) and managed by the EC Reform and Investment Task Force (SG Reform), will support this effort by preparing the introduction of automation into selected judicial workflows.
The project, implemented by the e-Governance Academy (eGA) in cooperation with SG Reform and the National Courts Administration of the Republic of Lithuania, will analyse court workflows, organisational arrangements and the legal framework governing judicial proceedings. The aim is to identify procedural steps where automation could help courts manage routine tasks more efficiently and support smoother case handling. This may include, for example, automating certain administrative steps in case management, document handling, or scheduling processes that today require manual work.
Lithuania already has strong digital foundations in its justice system. According to the 2025 EU Justice Scoreboard, the country ranks among the leading EU Member States in the use of digital technologies in courts. At the same time, Lithuanian institutions are continuing to explore ways to further strengthen the efficiency of court proceedings, reduce delays and ensure balanced workloads across courts.
”The project represents an important step in the continued efforts to strengthen the efficiency and effectiveness of the Lithuanian judicial system. It is expected to help identify areas where automation can support courts in managing routine procedural tasks more efficiently and contribute to smoother case handling,” said Jurga Greičienė, Director of National Courts Administration of the Republic of Lithuania. “The initiative also provides an opportunity to build on successful international practices and to adapt proven solutions to the specific needs and legal framework of the Lithuanian judiciary.”
The initiative is supported by the European Commission through the Technical Support Instrument (TSI), which helps EU Member States design and implement reforms that strengthen public administration and institutional capacity. The project brings together the TSI, the Lithuanian National Court Administration, and e-Governance Academy (eGA) experts to analyse existing processes, share best practices, and identify opportunities for automating routine procedural tasks in Lithuania. It will map court procedures, highlight tasks that can be automated, and outline the legal and organisational changes needed to support such solutions in Lithuanian courts. This will contribute to a more efficient justice system and strengthen the rule of law.
“Estonia has spent decades building digital public services and modernising government processes, including in the justice sector. This experience allows us to share practical lessons on how digital tools and automation can support courts in their everyday work. We are very pleased to work together with our partners to explore how automation can further strengthen the efficiency of judicial proceedings,” said Piret Saartee, Head of Digital Services Competence Center, Project Team Lead, e-Governance Academy.
By laying the foundations for automated processes in courts, the initiative contributes to Lithuania’s broader efforts to strengthen the efficiency, transparency, and resilience of its judicial system, while supporting the European Union’s Digital Decade objective of fully digital public services by 2030.
The project “Automation of Routine Tasks in Judicial Proceedings” is funded by the European Union through the Technical Support Instrument and implemented in cooperation with the European Commission and the National Courts Administration of the Republic of Lithuania.
