The National Cyber Security Handbook is published

Under the leadership of the e-Governance Academy, a National Cyber Security Handbook was compiled and published, in both Estonian and English, to support the development of sustainable, global cyber defense capabilities.

According to Epp Maaten, one of the authors of the book, there was no comprehensive set of supportive writings so far for developing a country’s cyber security.

There are many international standards and guidelines for the development of cyber security in an individual company or institution, but it is difficult to find comprehensive supportive material for national governments for developing cyber security. The Cyber Security Handbook seeks to fill this gap by providing an overview of the key elements that are foundational for building cyber security in every country,” said Epp Maaten.

Toomas Vaks, Epp Maaten, Oskar Gross, Elsa Neeme, Lauri Luht and Kimmo Rousku, experts from Estonia and Finland with long-term experience, share their competence and practical experience on how use the global knowledge assembled in the National Cyber Security Index (NCSI) for improvement of country’s cyber security.

Cyber security has been a very important field for Estonia as a digital state, both nationally and internationally. The National Cyber Security Handbook, together with the National Cyber Security Index (NCSI), is an effective tool in supporting other countries in developing their cyber security,” he added.

The handbook is intended for policy makers, legislative experts and those who need to ensure the functioning and protection of both the digital and societal services in their country.

The book was completed with the support of the Ministry of Foreign Affairs.
