Boosting cyber resilience of Ukrainian critical infrastructure

The State Service of Special Communications and Information Protection of Ukraine continues to launch new initiatives to enhance resilience of Ukrainian critical infrastructure. In October, the Cybersecurity Preparedness for Critical Infrastructure in Ukraine project was launched as part of its long-standing fruitful cooperation with the e-Governance Academy (eGA).

The project will help to better counteract threats to critical infrastructure and comply with the requirements of legislation in the field of critical infrastructure protection. In particular, a number of tailored trainings will be held to improve the skills of specialists from government agencies and critical infrastructure facilities.

In the context of the russian federation’s aggression against Ukraine, the protection of critical infrastructure is one of the most important tasks of the state. Kinetic attacks on these facilities are often accompanied by large-scale cyber attacks. Specialists of the State Special Communications Service of Ukraine, together with colleagues from other organisations, are constantly working to strengthen cyber defence, including critical infrastructure facilities. Therefore, we are sincerely grateful to our partners for their strong support – expert, financial and diplomatic. It is an integral part of strengthening the capabilities of specialists to counter threats in cyberspace,’ said Oleksandr Potii, Head of the State Special Communications Service of Ukraine.

As a key outcome, the project aims to improve critical infrastructure resilience and strengthen cyber risk and crisis management mechanisms for Ukrainian public authorities and critical infrastructure operators through a comprehensive training programme.

The project has supported by the Government of the United States through the Development Cooperation Partnership Programme and the Government of Estonia through the Estonian Centre for International Development (ESTDEV).

Estonia, together with its allies, is committed to supporting the enhancement of cybersecurity resilience in Ukraine’s critical infrastructure to ensure the safety and accessibility of essential services, even in challenging circumstances. Collaboration and capacity building are vital to creating a stronger and more secure digital future,“ said Andres Ääremaa, Head of Digital Transformation at ESTDEV.

The project is implemented in joint collaboration by SSSCIP and the e-Governance Academy of Estonia.

eGA has been collaborating with SSSCIP and other Ukrainian cybersecurity organisations since 2020. Together, we have developed guidelines for public institutions on planning and conducting information security testing, assessments, and analysing findings. Additionally, the cybersecurity exercises were successfully conducted. Since then, we have witnessed remarkable dedication of our Ukrainian partners in acquiring new knowledge and skills to strengthen the country’s cyberspace,’’ said Hannes Astok, the Executive Director at eGA.
