Serhii Karelin works as an Action Leader on Diia services in the DT4UA project since 2022.Prior to joining the eGA, Serhii had worked for more than five years in the Swiss-Ukrainian program of international technical assistance EGAP, which is carried out in Ukraine by the Eastern Europe Foundation, as an E-Democracy Component coordinator. He was involved in the development of e-governance and e-democracy legislation. He is the architect of the E-dem platform, which is used in Ukraine by an approximate number of 2 million citizens, as well as by 500 local governments. He managed the project E-grants – a platform of state grants for non-governmental organizations. Prior to that, he worked as an expert in the field of public finance at the NGO Center for Political Studies and Analytics “Eidos”. He was involved in the development and implementation of the Law of Ukraine On the Openness of the Use of Public Finance and in the creation of e-platforms Spending and OpenBudget. Serhii is an active member of the Open Government Partnership community in Ukraine.
Serhii Karelin has a master’s degree in Management (Donbas National Academy of Construction and Architecture). He completed his postgraduate studies at the Institute of Economic and Legal Studies of the National Academy of Sciences of Ukraine and is working on his dissertation on the topic Development of territories with the help of ICT. He has written a number of scientific articles.
