eGA presented the upgraded Electronic Apostille Register at an international forum in Morocco

The team from the e-Governance Academy, in collaboration with the Ministry of Justice of Ukraine, presented the upgraded Electronic Apostille Register at the 14th e-APP International Forum in Marrakesh, a key event in the field of apostille certification organised by the Permanent Bureau of the Hague Conference.

During the forum, Dmytro Matrosov, an expert from the e-Governance Academy, presented the results of three years’ work on modernising the register, in particular the implementation of the e-APP in Ukraine.

During the event, the Ukrainian delegation took part in panel discussions alongside international partners, where they discussed the practical aspects of implementing the electronic apostille (e-APP) in various countries. In particular, the discussions focused on the technical implementation of the systems, the use of electronic signatures and seals, as well as the harmonisation of approaches to working with electronic apostilles at the international level.

“The modernised register was launched on 2 March 2026 and was a response to the challenges of our time. The issue of document legalisation is now critically important for over 4.5 million Ukrainians who were forced to flee abroad due to the full-scale invasion by the Russian Federation. The new system allows us to minimise bureaucratic barriers and ensure the rapid authentication of documents in host countries,” noted Olga Ryabukha, Deputy Minister of Justice of Ukraine for Digital Development, Digital Transformation and Digitalisation.

Particular attention was paid to the development of international cooperation in this area. Ukraine proposed compiling best technical practices for the implementation of the e-APP and exploring the possibility of creating a single point of access to the national electronic registers of apostilles of the countries party to the Convention. This approach would simplify the verification of documents between countries, making the process faster and more transparent.

“There is currently a demand for the exchange of practical experience in implementing e-APPs — from technical solutions to signature formats and document verification. Ukraine already has practical experience in this area and is ready to share it. The next step is to improve system interoperability and simplify the verification of apostilles at international level,” noted Dmytro Matrosov, Senior Expert at the e-Governance Academy.

The modernised Electronic Register of Apostilles is already gaining international recognition. Ukraine’s experience has attracted considerable interest among forum participants, and Ukraine is being recognised as one of the leading countries in the implementation of e-APP.

The next stage of development will be the launch of an online service on Diia, which will allow users to access the service regardless of their location.
