EU launches €5 million project to support public administration reform in Moldova

The European Union has launched a €5 million project to help Moldova modernise its public administration, strengthen human resource management and improve public services. Implemented by HAUS Finnish Institute of Public Management and the e-Governance Academy (eGA) in collaboration with the State Chancellery of the Republic of Moldova, the project combines Finnish and Estonian expertise to support Moldova’s progress towards EU accession.

The three-year project (2026–2029) aims to build a more effective, transparent and citizen-centred public administration. Working closely with the State Chancellery and other central government institutions, the project focuses on three interconnected areas:

  • Stronger reform coordination and monitoring: Improving strategic planning, policy implementation, monitoring and evaluation to support evidence-based decision-making.
  • Modern human resource management: Supporting fairer recruitment, career development and remuneration practices to help public institutions attract, develop and retain skilled professionals.
  • Digital transformation and better public services: Modernising human resource management tools and improving public services based on the needs and feedback of citizens and businesses.

“Estonia and Finland have demonstrated that successful public administration reform depends on strong national ownership combined with a willingness to learn from international experience. Through its support, eGA shares practical experiences on how developing a national human resource management system can strengthen institutional capacity, helping public institutions attract, manage and develop talent needed to deliver sustainable results,” said Margus Sarapuu, the project team lead at eGA.

eGA brings Estonia’s digital government experience to Moldova

As an implementation partner, eGA will focus on digital human resource management and the modernisation of public services, drawing on Estonia’s experience and its international expertise in digital government. A key activity is supporting the development of a modern Human Resource Management Information System (HRMIS). The aim is to simplify human resource processes, improve personnel data management, increase transparency, and provide public institutions with better tools for workforce planning and development.

In parallel, eGA will support three executive agencies under the State Chancellery in modernising their public services. The work will focus on digitalisation, user-centred service design and better use of citizen feedback to make services more accessible, efficient and responsive to people’s needs.

The Supporting Public Administration Reform project was presented to government institutions, development partners, and civil society organisations at an information session in Chișinău on 8 October 2026, marking the official start of its implementation.
The event brought together representatives of the State Chancellery of the Republic of Moldova, the EU Delegation to Moldova, the Embassies of Finland and Estonia, development partners, and civil society organisations.
