Public administration reform in Moldova

Duration June 2026 - May 2029

A modern, transparent and efficient public administration is essential for Moldova’s European Union accession and for delivering better public services to citizens. This project supports the Republic of Moldova in building more transparent, accountable and effective public administration by implementing Public Administration Reform, accelerating the digital transformation of human resource management, and aligning its public administration with EU standards and OECD/SIGMA principles.

The action focuses on supporting public administration reform, modernising human resource management, improving public services of three selected public agencies.

The project is implemented by HAUS (Lead Partner) and eGA in close collaboration with the State Chancellery of the Republic of Moldova.

Supporting Public Administration Reform

The project strengthens the planning, implementation, coordination and monitoring of Moldova’s Public Administration Reform. It supports the review and update of national reform strategies, develops modern monitoring and evaluation methodologies, and helps improve transparency by strengthening the implementation of the Access to Information Law.

Through evidence-based analysis and institutional support, the project enables public authorities to better manage reforms required for EU accession and improve the quality of public administration.

Modernising Human Resource Management

A professional and motivated civil service is at the heart of effective government. The project supports the modernisation of public sector human resource management by reviewing the Public Administration Reform Human Resource Strategy, improving career development policies, and advancing salary reform.

It also develops practical tools and frameworks that help public institutions attract, retain and develop qualified public servants. The project supports the design and implementation of a Human Resource Management Information System (HRMIS) that will improve workforce planning, personnel management and evidence-based decision-making across government.

Activities include a feasibility study, user needs assessment, system design and development, pilot implementation, nationwide rollout, and training for public officials to ensure effective adoption.

Improving Public Services

The project also provides targeted support to three public agencies to improve public service delivery, strengthen institutional performance, and increase citizen satisfaction through more efficient and user-focused services.

 

Expected Results

The project will help Moldova build a stronger and more effective public administration and support Moldova’s progress towards European Union accession through stronger public institutions by:

  • improving the implementation and coordination of Public Administration Reform;
  • strengthening human resource management policies and practices;
  • introducing an operational Human Resource Management Information System (HRMIS);
  • enhancing transparency, monitoring and accountability mechanisms;
  • improving the quality and accessibility of public services;
