Moldova Cybersecurity Forum 2025: two days of dialogue, training and joint commitment for a secure digital space

On April 10–11, 2025, the second edition of the Moldova Cybersecurity Forum, a major event dedicated to strengthening the cyber resilience of the Republic of Moldova, took place at the National Cybersecurity Innovation Center Cybercor. The forum brought together experts from the country and abroad, government officials, representatives of academia, the private sector and international partners.

The event was organized by the Ministry of Economic Development and Digitalization and the Cybersecurity Agency (ASC), with the support of the Moldova Cybersecurity Rapid Assistance 2.0 project, funded by the European Union and implemented by the e-Governance Academy (eGA) in partnership with the European Union Mission to the Republic of Moldova.

The theme of this year’s edition – “Building Resilience: Securing Critical Infrastructure” – focused on the current challenges in protecting essential services and critical infrastructures from increasingly sophisticated threats in the digital space.

Opening the forum, Prime Minister Dorin Recean and Deputy Prime Minister Doina Nistor reaffirmed the Government’s commitment to cybersecurity, underlining the shared responsibility of public institutions, companies and citizens in defending the digital space.

Among the topics addressed on the first day:

  • harmonising the national framework with European standards (including the NIS2 Directive),
  • international cooperation in the current geopolitical context,
  • examples of good practices from Romania, Estonia, Latvia and Lithuania,
  • securing key sectors: energy, telecommunications, finance, health.

The second day was dedicated to practical training sessions, structured in two directions: technology and information security management. Participants took part in specialised workshops on DDoS attack prevention, the Zero Trust model, the organisation of security operations centers (SOC), cyber awareness and requirements for essential service providers.

In the closing speeches, representatives of the European Union and development partners stressed the importance of continued investments in education, technology and inter-institutional cooperation to strengthen national cybersecurity.

“The digital resilience of the Republic of Moldova is essential for its European path and for a secure, modern and inclusive society,” said Jānis Mažeiks, Ambassador of the European Union to the Republic of Moldova.

Elsa Neeme, coordinator of the Moldova Cybersecurity Rapid Assistance 2.0 project, highlighted the vital role of partnerships in this process: “Cybersecurity is the foundation of digital trust. In the Republic of Moldova, it is also a matter of resilience, democratic integrity and preparation for integration into the European Union. Aligning the legislative framework and strengthening capable institutions are only part of the equation. The real strength lies in partnerships and a shared commitment to protect what matters most. Through the EU-funded Moldova Cybersecurity Rapid Assistance 2.0 project, we are proud to support this journey, together with the EU and local partners.
