Kristina Reinsalu: For whom are we building the e-state?

Kristina Reinsalu, e-democracy expert at e-Governance Academy, asks in her column published in the Estonian newspaper Eesti Päevaleht for whom are we building the e-state. She says that the e-government infrastructure in Estonia is top of the art, but citizens – especially young people – don’t know or use e-services as much as they could. One of the solutions she proposes is that the government could give a boost to the education system in Estonia once again as it did with the Tiger Leap.
