Cuba Digital
The project aims to empower digital transformation in Cuba by enhancing equal, inclusive, and transparent access to both public and private digital services and promoting digital interactions among citizens, businesses, and authorities. The EGA and FIIAPP will implement the project activities.
The project will:
-
Strengthen legal frameworks and governance structures to promote e-government and interoperability.
-
Enhance e-government architecture, infrastructure, and related organisational and procedural capacities to improve the delivery of digital public services.
-
Support the deployment of a Secure Data Exchange Solution, addressing organisational, knowledge-based, legislative and technological aspects.
-
Upgrade digital public service portals, with a strong emphasis on data protection and the capacity to publish and manage public services, alongside improved institutional capacities and infrastructure.
-
Raise awareness of digital transformation across the Cuban public sector.
-
Promote access to digital public services among the population, with particular attention to groups facing greater barriers to access, including women, young people, persons with disabilities and older people.
-
Strengthen government capacities to produce public statistics related to inequality, with a focus on gender equality, income distribution, equity and territorial disparities.
The project is implemented by the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) and the e-Governance Academy of Estonia (eGA) as the implementing partner. The activities, led by the eGA team and in collaboration with the Cuban Ministry of Communications, focus on strengthening the capacities and infrastructure for delivering digital public services and establishing the digital public service portal based on secure data exchange. Additionally, the project aims to improve the digital public services of the National Statistics System, as well as public registries and cadastral systems.
FIIAPP’s activities focus on developing and enhancing legal frameworks for using public and private information, while also building digital skills and fostering a digital culture, especially among women, youth, and the elderly. Additionally, the initiative aims to strengthen government capacities in producing inequality statistics, focusing on gender equality, income distribution, and regional disparities.
This delegated cooperation project is financed under the Neighbourhood, Development and International Cooperation Instrument (NDICI – Global Europe) and forms part of the Multiannual Indicative Programme (MIP) for EU–Cuba Cooperation 2021–2027, under Priority 2: Modernisation of the economy – maximising the potential of economic actors.
