Team Europe Initiative on Digital Connectivity in Central Asia: Cybersecurity component
EU-Central Asia relations have grown in importance in the past years developing their strong, multi-faceted, and forward-looking partnership. Important policy developments and initiatives in recent years will be a strong asset to bring European know-how and experience to serve as models for Central Asian counterparts in this project. The EU engagement in Central Asia is based on The EU Strategy for Connecting Europe and Asia (Connecting Europe & Asia: The EU Strategy | EEAS) and the Digital Decade Policy Program (Digital Decade Policy Programme 2030 | Shaping Europe’s digital future), which presents the EU’s commitment to a secure, safe and sustainable digital transformation that puts people at the centre, in line with core EU values and fundamental rights. As an EU member state organisation, eGA follows the same strategic directions and vision of the EU for engagement in Central Asia countries, under the project “Team Europe Initiative on Digital Connectivity in Central Asia”.
The cybersecurity component of the project “Team Europe Initiative on Digital Connectivity in Central Asia” focuses on supporting Central Asian countries in strengthening their cybersecurity capacities and enhancing their responsiveness to cyber threats. This will be achieved by establishing resilient cybersecurity governance mechanisms and improving national cybersecurity capabilities.
In collaboration with Expertise France, eGA works to:
- Assess national cybersecurity capacities and gaps, and propose appropriate frameworks.
- Provide legal, regulatory, policy, and procedural advisory services for cybersecurity frameworks, aligned with international best practices.
- Deliver comprehensive capacity-building for public authorities, CSIRTs, and other key national stakeholders, with a focus on technical training and incident response.
- Raise public awareness on cybersecurity issues.
- Foster regional and international cooperation on cybersecurity.
eGA activities are part of the EU project “Team Europe Initiative on Digital Connectivity in Central Asia“. The project aims to foster safe and inclusive satellite connectivity access and use across Central Asian countries, in particular for women, youth and further vulnerable groups, with the aim to support digitally driven socio-economic inclusion.
The project has four main components:
- Policies and regulations to foster the development and use of ICT connectivity – implemented by CPVA (lead), HAUS, Expertise France.
- Improved public and private connectivity services, with a focus on rural areas, gender equality and marginalised groups, implemented by CFLA (lead), CPVA, HAUS
- The use of satellite-based technologies to foster local digital innovation and tackle local challenges, implemented by EF (lead), CFLA
- Cybersecurity frameworks, implemented by EF and eGA.
