Mutual recognition of digital signatures between the EU and Latin American partner countries
Secure cross-border digital services, trade, and cooperation depend on electronic signatures and trust services that are recognised and trusted internationally. Mutual recognition of digital signatures enables public authorities, businesses and citizens to carry out secure digital transactions across borders, reducing administrative barriers and supporting the growth of the digital economy.
The European Union’s eIDAS framework provides common legal, technical, and supervisory requirements for electronic identification, electronic signatures, electronic seals, qualified certificates and other trust services. Alignment with eIDAS standards can help partner countries strengthen digital trust and create the conditions for secure cross-border digital transactions with the EU.
This project supports Uruguay in aligning its digital signature and trust services framework with EU eIDAS standards. It focuses on the legal, technical and supervisory requirements needed to pave the way for the future mutual recognition of electronic signatures and seals between Uruguay and the European Union.
The project will also develop a replicable model for other countries in Latin America and the Caribbean (LAC), supporting wider interoperability of trust services and stronger digital cooperation between the EU and the region.
Key actions
The project will help Uruguay assess how its digital signature and trust services framework aligns with EU requirements and identify the legal, technical and institutional changes needed for future mutual recognition. It will support the modernisation of legislation, strengthen the supervision and accreditation of trust service providers, and improve interoperability between Uruguay’s and the EU’s trust infrastructures. The project will also implement and test technical solutions for cross-border validation of digital signatures through a joint interoperability pilot with the European Commission. At the same time, knowledge and lessons learned will be shared with other countries in Latin America and the Caribbean, creating a foundation for wider regional adoption of trusted cross-border digital services.
