Enhancing digital evidence management in Belgium
The project “Enhancing digital evidence management in Belgium” contributed to modernising evidence management processes and strengthening the digital administration of justice.
By engaging a broad range of beneficiaries and stakeholders across the justice and law enforcement ecosystem, the project developed a blueprint for an optimised digital evidence management system aligned with the evolving needs of judicial authorities. It also introduced the concept of a digital court office as a new access point to judicial services.
While the initial focus was on criminal proceedings, the proposed solutions are designed to be scalable and applicable to other types of cases in the future.
The overall objective was to support Belgium in implementing reforms that encourage investment, increase competitiveness, and contribute to sustainable economic and social resilience.
Key results:
- Strategic foundation for digital evidence management, including a comprehensive blueprint and future-state vision (TO-BE) with core principles and processes
- Proposed solution design, covering target architecture, implementation roadmap, key use cases, and a conceptual prototype
- Digital court office concept as a new, user-friendly access point to judicial services
- Assessment of the current landscape, including analysis of existing processes, systems, and legal framework
- Implementation support elements, including change management strategy, stakeholder engagement approach, and recommendations for legislative updates
- Cost-benefit analysis, outlining required investments and expected long-term value
The project was funded by the European Union through the Technical Support Instrument (TSI), which is managed by the Task force for Reforms and Investments (SG REFORM) under the European Commission’ Secretariat General.
