Enhancing the skills of Togolese public administration
Togo is positioning itself as a digital leader in West Africa through its Togo Digital Roadmap 2025, a strategic blueprint aimed at establishing the country as a key digital hub. This roadmap outlines nine priority areas, including national biometric identification, the digitalisation of public services, and the development of a dynamic ecosystem for digital innovation and talent.
By implementing these initiatives, Togo aims to strengthen its digital economy, enhance public sector efficiency, and improve access to essential services. Adopted in 2022, the Togo Digital 2025 Strategy sets clear objectives and concrete actions to drive the country’s digital transformation under the leadership of the Ministry of Digital Economy and Digital Transformation (MENTD). The strategy is structured around nine complementary programmes, with execution entrusted to the Togo Digital Agency (ATD).
The “Project for the Digital Transformation of the Togolese Economy” (ProDigiT) supported the Togolese government in enhancing the skills of public administration agents and digital economy specialists, focusing on essential competencies required for digital transformation.
A comprehensive study assessed the existing digital skills of public administration executives at the national level. This study aimed to evaluate current competencies, identify training needs, and propose tailored capacity-building initiatives. It also included an inventory of existing training programmes and their formats.
To ensure an effective and localised approach, the project worked closely with a local team from CADARDT. This collaboration facilitated the development of a structured questionnaire, data analysis, and formulation of capacity-building recommendations.
The ProDigiT project was funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union (EU) and the Luxembourg Development Agency (LuxDev), with contributions from Luxembourg’s Ministry of Foreign and European Affairs, Defence, Cooperation, and External Trade.
The project was implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and supported the Ministry of Digital Economy and Digital Transformation (MENTD) as well as the Agence Togo Digitale (ATD).
Project outcomes:
- Supporting the local team in developing an analysis of the digital skills of the target audience at the national level.
- Drafting the “Capacity-Building Framework to Support the Digital Transformation of the Togolese Government,” which outlines recommendations for strengthening the skills of Togolese public administration agents and experts.
