Implementing the NIS2 Directive in Czechia

The NIS2 Directive is a key pillar of the EU’s cybersecurity framework, designed to achieve a high common level of cybersecurity across the European Union.  

Compared to the first directive, NIS2 expands the range of covered sectors, requires comprehensive risk management measures and strengthens incident response obligations, including effective cooperation with national Computer Emergency Response Teams (CERTs). 

The project supports NÚKIB, the central Czech government body for cybersecurity, in fully implementing the NIS2 Directive by strengthening its organisational, regulatory and operational capacities.  

With the implementation of NIS2, the number of regulated entities in Czechia is expected to increase by at least fifteenfold, affecting almost every sector of the economy, including healthcare and finance, which depend on secure and resilient digital infrastructure. 

In response, the project focuses on supporting NÚKIB in adapting its internal structures, service delivery and stakeholder engagement models to effectively oversee this significantly expanded scope of obligations. 

Main outcomes of the project:  

  • Situational awareness report covering newly regulated NIS2 sectors and entities in Czechia  
  • Cyber threat landscape report tailored to sectors covered by NIS2  
  • Change management report and action plan supporting NÚKIB’s organisational transformation 
  • Pilot implementation report to validate selected internal reform measures 
  • Capacity-building activities for NÚKIB experts in regulatory supervision, incident reporting, enterprise architecture and stakeholder engagement  
  • Communication strategy to strengthen regulatory transparency and awareness  

These actions will help NÚKIB manage the Directive’s expanded scope more effectively, contributing to a stronger national cybersecurity framework and improved preparedness for emerging cyber threats. 

The project is funded by the European Union via the Technical Support Instrument and implemented by the e-Governance Academy in cooperation with the European Commission.
