Consultancy for a national identification system

The project supported the Government of the Turks and Caicos Islands (TCI) in developing a comprehensive national identification system and issuing a secure Smart ID card, intended to serve as the official identity document for all legal residents. The system will enable both physical and digital authentication.

It is designed to be inclusive, ensuring that all residents, regardless of their technological skills or geographical location, can benefit from it. As the backbone of e-government services, the National ID System will support effective governance and promote economic resilience through improved service delivery and enhanced public trust in government processes.

Key activities included:

  • Comprehensive analysis and conceptualisation: The project began with a comprehensive analysis of the existing legal, technical, and organisational frameworks related to identity management in TCI.
  • Development of the national ID system concept and business model: The development process encompassed the definition of organisational and legal requirements, as well as the architectural and technical specifications for the ID Smartcard and overall system infrastructure.
  • Defining the changes required for the implementation and development of a high-level action plan: The legal, technical, and organisational changes required to implement the new ID system were clearly defined. A strategic, high-level roadmap was developed, outlining the key steps necessary for implementation—ranging from legal reform and system design to infrastructure development and stakeholder engagement.
  • Providing recommendations for measures to mitigate key risks: Recommendations were formulated to mitigate key risks associated with both the implementation and ongoing operation of the system.
  • Outlining long-term actions to maximise benefits: Long-term actions were proposed to maximise the benefits of the new National ID System and to ensure its sustainability and effectiveness over time.

The new National Identification System is designed to replace the need for multiple identity documents with a single, secure ID Smartcard, significantly simplifying identification processes and reducing administrative burdens. Looking ahead, this approach will enable residents to benefit from seamless access to a wide range of public and private services through a unique identity number and essential personal information embedded within the smartcard.
