The open governance workshops aim to increase the awareness and capacity of Estonian local governments in implementing the open governance principles and using digital tools. As a result of the training, Estonian local government leaders are more capable leaders who can transform local governments into smarter users and procurers of digital solutions.

The main open governance principles are related to the transparency of governance, the involvement of citizens in decision-making processes and the promotion of ethical and sound governance. At the same time, it is very important to develop the e-government capacity of local governments, because digital technology opens up new opportunities for more open governance. Access to information from public authorities will become easier for citizens, and new opportunities will appear for asking citizens’ opinion and receiving feedback.

Local government leaders need to familiarize themselves with secure and user-centric digital solutions, the more systematic planning of which not only contributes to more transparent governance but also savings in government costs.

 

The benefit of workshops

In open governance workshops, local government leaders will obtain:

  • an overview of the extent to which the principles of open governance and specific recommendations for improving the situation have been implemented in their municipality so far,
  • an overview of the digital solutions for informing, involving and providing services to the population,
  • a methodology to assess the success and impact of further steps in promoting open governance and the use of digital solutions,
  • an understanding of the necessary innovation and digital competencies and solutions for open and smart governance,
  • proposals for the implementation of open governance and the use of secure and user-centric digital solutions. Based on the proposals, local governments, together with NGOs and other stakeholders, can develop action plans for open government and implement new activities.

The workshops also contribute to the exchange of experiences between local government leaders, enhancing inspiration to promote open government, and cooperation between local government leaders.
