Strengthening Critical Infrastructure Protection: Strategic Insights and International Best Practices

This publication, developed as part of the Cybersecurity Readiness project, brings together leading experts and senior civil servants responsible for security, critical infrastructure protection, and cyber resilience, highlighting best practices from across Europe to strengthen Ukraine’s cyber risk and crisis management frameworks. Featuring high-level contributions from government agencies, critical infrastructure operators, and think tanks in Czechia, Estonia, Finland, and Poland, the publication provides unique and comprehensive insights into the challenges and lessons learned in developing national systems. It explores the implementation of the EU Network and Information Security Directive (NIS2) in Czechia, Albania, and Moldova, highlights lessons from Poland’s integrated crisis management system, examines the establishment of Estonia’s Situation Centre, details Finland’s comprehensive defence system, and outlines Estonia’s national resilience and defence framework.
