Study on the functionality of documents in ID-1 format

The study on the functionality of documents in ID-1 format was presented at the Ministry of the Interior on 13 January 2014. The aim of the study is to provide input into the preparation of the next public procurement.

A total of 28 experts were involved in the study, who agreed that the development of the Estonian ID card and digital identity has been an internationally recognized success story and does not need significant changes. However, the experts suggested adding near field communication functionality to the ID card, adopt facial and fingerprint biometrics and permanent cryptographic keys. Additional attention should also be turned to security, including cryptography, and having an appropriate division of work for change management.

Nevertheless, the experts called for being rather conservative when developing the ID card and try out more innovative solutions on the digital ID card.

The study was commissioned by the Estonian Ministry of the Interior.
