Ukraine and Moldova exchanged experiences on digital services development and interoperability

Representatives from Ukraine’s Ministry of Digital Transformation, the state enterprise Diia, the e-Governance Academy, and the eGovernance Agency of Moldova held a series of working meetings to share practical experience in developing digital services, interoperability, and cross-border data exchange.

During the visit, the Ukrainian team presented Ukraine’s interoperability ecosystem. In particular, the Moldovan colleagues familiarised themselves with the eGA-supported Trembita system, its catalogue and components, the Personal Data Access Monitoring Subsystem, and the relevant components of the Diia application. The experts discussed how these solutions are implemented in practice and what approaches are used for their administration and development.

Cross-border data exchange was a separate topic. Ukrainian offgicials together with EGA experts, shared their experience of implementing the Once-Only Technical System (OOTS) — a technical system that facilitates the exchange of electronic evidence between EU member-states and a key element for Ukraine’s integration into the EU’s single digital space.

Moldova’s experience was no less significant. Representatives of the eGovernance Agency of Moldova spoke about the development of the MConnect interoperability ecosystem, approaches to interaction between state registers, and the organisation of secure data exchange.

Moldovan colleagues also presented their own digital solutions, including the EVO app and the e-services portal, and shared their vision for creating user-friendly digital services for citizens.

Despite differing approaches to implementing specific solutions, Ukraine and Moldova share a common goal: to develop modern, secure and people-centred digital services. Such meetings provide an opportunity not only to share our own achievements but also to learn from other countries’ experience, to find new approaches to developing digital services, and to strengthen international cooperation in the field of digital transformation.
