E-ffective e-governance: Accelerating e-government and digital public services in Bangladesh

This project “E-ffective e-governance: Accelerating e-government and digital public services in Bangladesh” aims to modernise Bangladesh’s public administration by integrating digital processes, building a skilled workforce, and enhancing public service accessibility and quality. The project seeks to enable a more transparent, efficient, and inclusive digital government in Bangladesh by promoting interoperability, capacity-building, and citizen-focused services.

Bangladesh is at a pivotal moment in its journey toward digital transformation, where e-governance offers a powerful opportunity to modernise public service delivery, enhance coordination among government entities, and create an inclusive, citizen-centric governance framework. By leveraging digital tools and systems, the government can address critical challenges, streamline operations, and deliver better services to citizens.

Despite considerable progress, there are remained the following challenges:

  • Siloed Operations: Many government organisations often work in isolation, which hinders data sharing and leads to technical and policy inconsistencies.
  • Digital Platform Inefficiency: Government platforms are often less effective due to users’ limited digital skills, challenges in ICT development capacity, and the need to raise awareness.
  • Barriers to Access Digital Services: Citizens require support to enhance their digital literacy, awareness, and access to digital resources, which currently hinder their ability to use digital services.

The “E-ffective Governance: Accelerating E-Government and Digital Public Services in Bangladesh” project, supported by the European Union, aims to tackle these issues. The implementers will work in three goal-oriented directions to address the pressing areas:

  • Government to Government (G2G): Improve digital interaction and coordination among government ministries, agencies, and departments to break down silos between government organisations and establish an integrated digital infrastructure.
  • Government to Employees (G2E): Strengthen public sector employee skills for better organisational performance and public service delivery.
  • Government-to-Citizens (G2C): Enhance the quality and accessibility of public services for all.

 

This project is funded by the European Union and implemented by the e-Governance Academy and the British Council in partnership with the Government of Bangladesh. Key government implementing agencies include the Cabinet Division and the ICT Division, which play critical roles in ensuring the project aligns with national priorities and delivers sustainable digital transformation outcomes.

eGA is responsible for improving coordination and collaboration among government organisations and enhancing civil servants’ digital skills and engagement. The British Council will focus on public service provision by improving its quality and accessibility for all.

Goal 1: Government-to-Government (G2G): Improve digital interaction and coordination among government ministries, agencies, and departments

Within this component, the project:

  • Implements an interoperability framework that enables seamless data exchange between government agencies.
  • Launches the Bangladesh National Digital Architecture.
  • Develops procurement rules and standards aligned with the legal and digital architecture frameworks.
  • Establishes inter-ministerial coordination systems for implementing and monitoring new regulations and standards.
  • Improves policy and operational coordination to bridge the digital divide.
  • Updates Digital Government Masterplan by refining high-level political messages and knowledge development to support the transformation.

Within this component, the project

  • Developing digital governance curricula to strengthen the capacities of public sector employees for improved organisational performance and public service delivery for civil servants.
  • Integrates accredited digital governance curricula into public administration training.
  • Develops specialised training on ICT procurement for civil servants, covering aspects like service design and business analysis.
  • Defines service design and change management principles to improve service delivery.

Within this component, the project:

  • Strengthens data-sharing practices among government agencies through select pilot services to improve public service quality and access.
  • Enhances online platforms and digital applications to ensure easier public service access, applying service design principles from G2E activities.
  • Reduces the digital divide by increasing access for women, persons with disabilities, indigenous people, and vulnerable groups. To that end, inclusive access measures, such as improving internet access and redesigning services, will be taken.
  • Enhances citizen engagement with digital public services, focusing on accessibility and awareness by conducting awareness campaigns through TV, media, and other channels.
  • Promotes digital literacy by developing public training models to increase digital literacy and create targeted learning activities for citizens.
