Administrative capacity-building in Montenegro

Duration August 2012 - July 2013

The overall objective of the twinning project “Strengthening administrative capacities in information society in Montenegro” was to develop information society in Montenegro in accordance with the European Union and international standards. Furthermore, the project aims at strengthening the administrative capacities of the Ministry for Information Society and Telecommunications, in order to increase the quality of information society services, as well as at fostering access and usage of online government services.

Project components:

  • Strengthening the Information Society Legal Framework in accordance with the EU acquis.
  • Raising the level of awareness about Information Society Services among the most relevant stakeholders.
  • Framework and Standards definition for e-government services.
  • Strengthening the infrastructure capacity and Interoperability Framework procedures.

The e-Governance Academy was responsible for leading and implementing the third component of the project, which included the analysis of the interoperability framework; analyzing e-services and the Montenegrin e-Government Portal; preparing and implementing training programmes, including organizing a study-visit to Estonia.
