e-Governance Academy signed a Memorandum of Understanding to develop X-road in Kyrgyzstan
On 12 November 2015, e-Governance Academy signed a Memorandum of Understanding with the e-Government Coordination Center under the Government of the Kyrgyz Republic. The E-Government Coordination Center appointed the Social Fund of Kyrgyz Republic to operate the technical solution of the interoperability system.
The agreement paves the road for enhancing the capacity of the Kyrgyz government institutions for developing e-services.
First steps toward the development of the interoperability framework in Kyrgyzstan were workshops conducted by Estonian e-Governance Academy (eGA) on 7-10 December for system administrators from the E-Governance Central Coordination Center, the Social Fund and eight other related institutions. The participants of the workshops will be the main actors implementing the interoperability framework. Moreover eGA will conduct trainings on the interoperability framework and e-services also for other senior public officials in the beginning of 2016.
Further activities will help the government of the Kyrgyz Republic to establish effective data exchange between a number of government databases and pilot a series of e-services. The project is scheduled to wrap up during the summer of 2016.
Creation of the interoperability framework, which forms the basis of e-governance in the Kyrgyz Republic is supported by USAID jointly with the Estonian Ministry of Foreign Affairs and the US State Department’s Emerging Donors Challenge Fund in the amount of 500,000 euros in the framework of the project “Interoperability framework in Kyrgyzstan”.
