Cyber Balkans

Duration March 2023 - March 2026

The project strengthened the cyber resilience of the Western Balkans in compliance with EU acquis and best practices by improving cybersecurity prevention, preparedness and response of relevant public and private stakeholders in the Western Balkans partners Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.  

The action consisted of four components:

  • Cybersecurity governance and awareness 

The activities in this component were aimed at strengthening organisational skills and mandates of public institutions on cybersecurity and improving capacities and mechanisms for cooperation. 

  • Legal framework, cyber norms, and international law 

The activities in this component were aimed at operationalizing understanding of public institutions on EU acquis related to cybersecurity, cyber norms and international law. 

  • Risk and crisis management 

The activities in this component were aimed at establishing and strengthening cyber risk and crisis management mechanisms. 

  • Operational capacities 

The activities in this component were aimed at increasing operational capacities of Computer Security Incident Response Teams (CSIRTs) in cyber incident management. 

Over the past three years, the Western Balkan partners have:

  • Reinforced its legislative framework in line with EU best practices, making institutional roles and responsibilities clearer.
  • Strengthened operational preparedness through tabletop exercises to test crisis scenarios and improve institutional coordination.
  • Received essential cybersecurity equipment to strengthen real-time incident detection.
  • North Macedonia established the Government Security Operations Centre and the Computer Incident Response Team to monitor, detect and respond to cyber incidents.

eGA invited civil society organisations established in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia to take part in a restricted call for KnowCyber Grants for the Western Balkans civil society organisations.
