Cybersecurity Readiness for Critical Infrastructure in Ukraine

Ukraine recently updated its cybersecurity laws to bring them in line with EU standards. To help ensure the effective implementation of this new legislation, the project supported the State Service of Special Communications and Information Protection of Ukraine (SSSCIP) in strengthening the cybersecurity capabilities of public authorities and critical infrastructure operators. This work is especially vital during wartime and throughout the country’s recovery, as cyber resilience directly underpins national security, economic stability, and the continuity of essential public services.

The project’s main objective was to equip SSSCIP specialists and critical infrastructure operators with the skills, knowledge, and tools needed to protect vital systems. Designed and delivered by the Kyiv Aviation Institute in close cooperation with SSSCIP and the e-Governance Academy, the training programme introduced participants to Ukraine’s new legislation on critical infrastructure protection and familiarised them with international standards, modern approaches, and emerging trends in the field.

In total, 13 training sessions were held for more than 380 specialists from 53 government bodies and critical infrastructure organisations, covering crisis management, risk assessment, and compliance with national and EU requirements.

Beyond training, the project promoted international cooperation and knowledge exchange. Consultations with international experts, the publication “Strengthening Critical Infrastructure Protection” summarising European best practices, and a study visit to Estonia helped Ukrainian officials gain a deeper understanding of how resilient societies organise and safeguard their critical infrastructure. Ukrainian experts also shared their own experience of protecting essential systems under wartime conditions, contributing to a richer and more practical exchange of expertise.
