European Peace Facility Assistance on cyber defence in Moldova
Russia’s war of aggression against Ukraine has shown that cyberattacks are an integral part of modern warfare. Military operations increasingly depend on secure digital infrastructure, making cyber defence essential for protecting defence systems, maintaining operational readiness, and safeguarding national security.
For the Republic of Moldova, strengthening cybersecurity is particularly important as the country advances its digital transformation and builds a more resilient information society. Strong cyber defence capabilities help protect critical infrastructure, reduce security risks, and increase national resilience.
European Union support for Moldova’s cyber resilience
To strengthen the security and resilience of partner countries, the European Union established the European Peace Facility (EPF) in 2021. The EPF supports military and defence institutions through training, specialised equipment, and infrastructure investments, helping partner countries develop modern and resilient defence capabilities.
Under the EPF, the European Union supported Moldova in strengthening the cyber defence capabilities of the Moldovan Armed Forces and the Ministry of Defence. The assistance focused on improving their ability to detect cyber intrusions, respond to cyberattacks, and protect critical defence networks.
Building stronger cyber defence capabilities
The project combined modern technology with practical capacity building. It delivered advanced cybersecurity software and hardware to strengthen the Ministry of Defence’s network infrastructure, while specialised training equipped defence personnel with the knowledge and practical skills needed to prevent, detect, and respond to cyber incidents.
The support was implemented through two European Peace Facility assistance measures:
-
Assistance to the Moldovan Armed Forces – Cyber Defence Component (December 2022 – December 2026), with a total budget of €3,000,000.
-
Assistance Measure to Support the Armed Forces of the Republic of Moldova – Cyber Component (September 2023 – July 2026), with a total budget of €1,000,000.
Impact
As a result, Moldova’s defence authorities have strengthened their capacity to detect cyber threats, counter cyberattacks, and protect critical defence networks. The project has contributed to stronger cyber resilience, enhanced national security, and greater stability, supporting Moldova’s long-term defence preparedness in an increasingly challenging security environment.
