Renewal of Uganda’s Enterprise Architecture and e-GIF
The Government of Uganda is accelerating its digital transformation, and a modern, flexible, and secure foundation is essential for success. To support this journey, the Government of Uganda, through the National Information Technology Authority (NITA-U), renewed the digital government frameworks, precisely the national Government Enterprise Architecture (GEA) and e-Government Interoperability Framework (e-GIF) in collaboration with eGA experts.
These frameworks were originally developed jointly by the e-Governance Academy and NITA-U in 2021 under the project “Development of a Government Enterprise Architecture and e-Government Interoperability.” As the frameworks approach their five-year mark, an update is needed to ensure they keep pace with the rapidly evolving technological landscape, shifting government priorities, and the increasing demand for seamless, citizen-centred digital services.
The renewal of Uganda’s GEA and e-GIF will ensure a modern, interoperable, and strategically aligned digital government ecosystem and support the sectoral digitalisation strategies and the seamless data exchange between various sectors.
Scope of the project
The project included the following key activities:
- Comprehensive assessment of the existing GEA and e-GIF, including gap analysis.
- Extensive stakeholder engagement across all government sectors to gather insights and requirements.
- Updated policies and technical recommendations for implementation, management, and long-term maintenance of the GEA and e-GIF.
- Development of a renewed Government Enterprise Architecture (GEA ) aligned with Uganda’s Vision 2040, the Digital Uganda Vision, emerging technologies, and sector-specific needs.
- Creation of a robust e-GIF, enabling secure, standardised data exchange and interoperability across government systems.
- A sustainability plan addressing funding, capacity building, and change management.
- Support to sectoral digitalisation, including defining key datasets, standardising formats, and supporting the development of sector-specific applications.
To ensure strong ownership, shared understanding, and improved readiness to implement the Government Enterprise Architecture and the Interoperability Framework across all sectors, eGA and NITA-U:
- Engaged Ministries, Departments, Agencies, and Local Governments.
- Worked with policymakers, decision-makers, technical teams, and other key stakeholders.
- Conducted awareness-raising workshops and trainings to prepare government staff for the implementation of the renewed frameworks.
Outcomes
- Clear policy and technical recommendations for implementing and managing the renewed GEA and e-GIF were delivered.
- The Government Enterprise Architecture and the E-Government Interoperability Framework was renewed, accompanied by sector-specific digitalisation strategies and tailored recommendations.
- A modernised implementation and transition plan for the Government Enterprise Architecture and the e-Government Interoperability Framework Reference Architecture was established.
- A sustainability plan covering funding, capacity development, and change management was developed.
