Strengthening Kyrgyzstan’s capacity for inclusive digital transformation
The project “Institutional Capacity Support for Fair and Inclusive Digital Transformation in Kyrgyzstan” supports the Government of the Kyrgyz Republic in making public and private digital services more accessible and effective. By improving data exchange between institutions, strengthening data protection, and promoting cybersecurity awareness, the project aims to ensure that digital transformation benefits citizens, businesses and society as a whole.
The €2.5 million project is part of the European Union’s Digitalisation Sector Reform Performance Contract-2 initiative.
Kyrgyzstan has made significant progress in building the foundations of its digital government. During the years 2015 – 2023, eGA experts helped to develop and implement the Tunduk data exchange. Based on the Estonian X-road secure data exchange solution, the Tunduk enables secure information exchange between public institutions. The work was supported by the European Union and the governments of Estonia and the USA under various projects. The country has also adopted a Digital Code that provides a legal framework for digital governance, electronic services, and data protection.
Despite this progress, several “hidden” gaps remain that prevent the country from reaching a fully mature digital economy, e.g making digital services widely accessible, improving data exchange between public and private organisations, protecting personal data, and raising awareness of online safety.
As Kyrgyzstan advances its national digital transformation strategy, the next step is to move beyond digitalising individual processes towards a more systematic approach to digital transformation and digital service provision.
The project focuses on two priority areas: strengthening Kyrgyzstan’s digital government and improving access to digital services.
Improving digital services and interoperability
The project will help the Presidential Affairs Administration of the Kyrgyz Republic, as the project partner, make better use of its existing digital infrastructure and expand access to digital services. The goal is to reduce administrative burdens and make public services more accessible and easy to use. By enabling institutions to exchange information securely, citizens and businesses will no longer need to submit the same documents repeatedly.
Building on eGA’s previous work under the EU-supported Twinning project, the project will support the development of Tunduk into a broader national data exchange platform by:
- connecting new service providers, including private-sector organisations, to Tunduk.
- improving data exchange between government institutions and businesses.
- developing more accessible and user-friendly digital services for citizens and businesses.
- improving data quality and strengthening the monitoring of data exchange.
Strengthening data protection and cybersecurity awareness
Trust and digital skills are essential for people to use online services safely and confidently. The project will strengthen the institutional capacity of Kyrgyzstan’s Data Protection Agency to protect personal data and monitor compliance with data protection requirements. The project will also raise awareness of cybersecurity risks and promote safe online practices among citizens.
This work builds on previous cybersecurity awareness activities in Kyrgyzstan under the Team Europe Initiative on Digital Connectivity in Central Asia, which have provided cyber hygiene training to 4,700 people.
Expected impact
By improving interoperability, strengthening data protection, and raising cybersecurity awareness, the project will support the implementation of the Digital Code and advance Kyrgyzstan’s national digital transformation strategy. The project aims to create a more connected, secure and inclusive digital environment where citizens and businesses can access better services, public institutions work more efficiently, and people can trust the digital systems they use. Ultimately, the project will contribute to economic development, more effective public administration and greater social inclusion in Kyrgyzstan.
