In Windows 7, you can find a program called Magnifier if you click on the “Start” menu button at the bottom left, type Magnifier (the first few letters are enough) and press Enter. A small window will open in which everything is magnified. By default, the program tracks the position of the mouse cursor. In Windows XP, you can find Magnifier by going to Start > All Programs > Accessories > Accessibility > Magnifier.
On Apple computers, to use zoom, navigate to: Apple menu > System Preferences > Accessibility (or Universal Access) > Zoom.
Tallinn Summer School of Cyber Diplomacy
The Tallinn Summer School of Cyber Diplomacy has established itself as a key platform for diplomats and policymakers to navigate the ever-evolving cyber domain. With cybersecurity and digitalisation playing an increasingly central role in international relations, the Summer School series has addressed pressing issues such as state-sponsored cyber operations, cybercrime, and the strategic implications of emerging technologies like AI.
Co-organised by the Ministry of Foreign Affairs of Estonia (MFA), e-Governance Academy (eGA), and the Estonian Centre for International Development (ESTDEV), the Summer School has grown each year, bringing together experts and decision-makers to foster a secure, resilient, and open cyberspace. Supported and funded by the European Commission’s Directorate-General for International Partnerships (INTPA), this initiative continues to strengthen international collaboration and governance in cyber diplomacy.
The Summer School series remains dedicated to upholding EU values of democracy, human rights, and the rule of law, reinforcing a rights-based, open, and secure cyberspace through sustained international dialogue and cooperation.
Key Project Components:
- Five-day Tallinn Cyber Diplomacy Summer School equips diplomats and officials with essential skills to navigate international cyber stability frameworks. Co-organized by the Ministry of Foreign Affairs of Estonia (MFA), e-Governance Academy (eGA), and the Estonian Centre for International Development (ESTDEV), the fifth edition will focus on the importance of cyber diplomacy in global relations. It provides a platform for diplomats and policymakers to deepen their understanding and capabilities in the cyber domain. Building on the success of previous years, the Summer School fosters a secure, resilient, and open cyberspace. Supported and funded by the European Commission’s Directorate-General for International Partnerships (INTPA), this five-day event is tailored to address the complex cyber challenges diplomats and policymakers face today. The goal is to strengthen international commitment to a rights-based, open, free, stable, safe, and secure cyberspace that aligns with core EU values of democracy, human rights, and the rule of law.
- Alumni Network fosters a dynamic and engaged community of Summer School graduates, ensuring continuous collaboration, knowledge-sharing, and professional development. By staying connected, alumni can exchange best practices, stay informed about emerging cyber challenges, and actively contribute to global cyber diplomacy efforts.
As part of this ongoing engagement, the Tallinn Cyber Diplomacy Winter School is an exclusive, alumni-only event that provides a platform for deeper discussions and regional insights into cyber diplomacy challenges. Designed to build upon the knowledge gained at the Summer School, the Winter School strengthens professional connections and enhances expertise, allowing alumni to remain actively involved in shaping international cyber governance. Participation is by invitation only, ensuring a focused and high-impact experience for those committed to advancing cyber diplomacy.
- Comprehensive Cybersecurity Tool (NCSI): The National Cyber Security Index is a vital resource providing accurate, up-to-date information on countries’ cybersecurity preparedness. To support national resilience, it focuses on measurable aspects, such as legislation, established units, cooperation formats, and outcomes. The NCSI strengthens democratic institutions by offering a clear picture of a country’s cyber capabilities and readiness, helping stakeholders identify areas for improvement. Regularly updated, it ensures that countries can benchmark their progress, adopt best practices, and address vulnerabilities effectively. The NCSI serves as a key tool in reinforcing the resilience of digital infrastructures globally.
- Cyber Capacity-Building Fellowship: This program is designed to develop skills and knowledge in global cyber frameworks, nurturing long-term expertise in cyber diplomacy. It focuses on enhancing the ability of junior and mid-level experts to understand new cyber challenges, including the impact of emerging technologies such as AI. The fellowship fosters international cooperation and knowledge transfer, building a network of informed professionals who can contribute to a secure and stable cyberspace.
