In today’s digital age, cyberspace is a vital part of global communication, economic activities, and national security. However, this increasing reliance on digital infrastructure also brings vulnerabilities, highlighting the need for effective cyber diplomacy. As cyber threats grow more sophisticated, there is a pressing need for international collaboration to establish norms, rules, and principles that ensure a stable and secure digital environment.

The Project: The Tallinn Summer School of Cyber Diplomacy, co-organised by the Estonian Ministry of Foreign Affairs and other partners, aims to strengthen global cyber diplomacy capabilities. Supported and funded by the European Commission, DG INTPA, the program addresses the need for skilled diplomats who can navigate the complexities of international cybersecurity frameworks, fostering a rights-based, open, and secure cyberspace.

The primary goal is to enhance participants’ understanding of cyber norms, international law, and confidence-building measures while building a global network of cyber diplomats. The project also focuses on:

  • Increasing awareness of cybersecurity issues and the relevance of digital resilience;
  • Developing a comprehensive understanding of key cybersecurity concepts, national tools, and international frameworks;
  • Establishing a strong alumni network to promote ongoing collaboration and knowledge-sharing among foreign affairs officials globally;
  • Supporting the EU’s commitment to promoting democracy, human rights, and the rule of law in cyberspace.

By equipping diplomats and policymakers with the necessary skills and knowledge, the Tallinn Summer School of Cyber Diplomacy aims to build a safer, more resilient digital future through continuous learning, collaboration, and capacity-building.

Key Project Components:

  • Five-day Tallinn Summer School of Cyber Diplomacy equips diplomats and officials with essential skills to navigate international cyber stability frameworks. Co-organized by the Ministry of Foreign Affairs of Estonia (MFA), e-Governance Academy (eGA), and the Estonian Centre for International Development (ESTDEV), the fifth edition will focus on the importance of cyber diplomacy in global relations. It provides a platform for diplomats and policymakers to deepen their understanding and capabilities in the cyber domain. Building on the success of previous years, the Summer School fosters a secure, resilient, and open cyberspace. Supported and funded by the European Commission’s Directorate-General for International Partnerships (INTPA), this five-day event is tailored to address the complex cyber challenges diplomats and policymakers face today. The goal is to strengthen international commitment to a rights-based, open, free, stable, safe, and secure cyberspace that aligns with core EU values of democracy, human rights, and the rule of law.
  • Alumni Network: An ongoing community of Summer School graduates that encourages continuous collaboration and knowledge-sharing, helping to sustain and expand the global network of cyber diplomacy experts. This network fosters long-term connections, allowing participants to continue engaging with one another, share best practices, and collaborate on emerging cyber issues.
  • Comprehensive Cybersecurity Tool (NCSI): The National Cyber Security Index is a vital resource providing accurate, up-to-date information on countries’ cybersecurity preparedness. To support national resilience, it focuses on measurable aspects, such as legislation, established units, cooperation formats, and outcomes. The NCSI strengthens democratic institutions by offering a clear picture of a country’s cyber capabilities and readiness, helping stakeholders identify areas for improvement. Regularly updated, it ensures that countries can benchmark their progress, adopt best practices, and address vulnerabilities effectively. The NCSI serves as a key tool in reinforcing the resilience of digital infrastructures globally.
  • Cyber Capacity-Building Fellowship: This program is designed to develop skills and knowledge in global cyber frameworks, nurturing long-term expertise in cyber diplomacy. It focuses on enhancing the ability of junior and mid-level experts to understand new cyber challenges, including the impact of emerging technologies such as AI. The fellowship fosters international cooperation and knowledge transfer, building a network of informed professionals who can contribute to a secure and stable cyberspace.
