Veterans in Zhytomyr and Vinnytsia

Zhytomyr Regional State Administration launched a public services portal and new digital services for veterans in collaboration with Estonian partners

On 22 April, the Zhytomyr Region Local Public Services Portal, developed jointly with Estonian partners, was launched in test mode.  The event was held in Zhytomyr within the ‘Development of Digital Municipal Services for Demobilised Veterans in Ukraine’ project, implemented by e-Governance Academy (eGA) and funded by the Estonian Centre for International Development (ESTDEV). At the event, eGA experts, together with representatives of local communities in Zhytomyr Oblast and partners, presented the digital services developed for veterans.
Citizens of Ukraine deserve fast and easy access to public services, especially veterans returning home. They should receive support without unnecessary barriers. Through our work in Zhytomyr with ESTDEV, we are demonstrating how digital solutions can make this a reality. Our collaboration with Ukrainian municipalities is now moving to the next phase, expanding these services to more communities across Ukraine. This will ensure that even more Ukrainian veterans can access the support they need in a convenient digital way,” said Hannes Astok, Executive Director of the e-Governance Academy.
A key outcome of the project was the development and launch, in test mode, of the Zhytomyr Region Local Public Services Portal — a tool that simplifies access to services for veterans in the Zhytomyr region and allows them to receive services faster, more conveniently, and without unnecessary bureaucracy. The portal brings together information on available services, makes it easier to submit requests online, and features a user-friendly interface.
The portal is currently being piloted in the communities of Korostyshiv, Zhytomyr and Zviahel. In these hromadas, eGA experts have worked closely with local authorities to ensure services are tailored to veterans’ real needs.

Our task is to ensure that every veteran can receive the necessary support quickly, clearly and without unnecessary barriers. It is precisely such solutions at the community level that shape a new quality of public services and trust in them,” said Kostyantyn Lopushanskyi, Chief Digital Transformation Officer of the Zhytomyr region.
Cooperation between Estonia and Zhytomyr Oblast to strengthen municipal service delivery, particularly for veterans, began in May 2024. With support from the Estonian Centre for International Development (ESTDEV), experts from the e-Governance Academy (eGA), working closely with regional authorities, developed a local municipal services portal, introduced new digital services for veterans, and strengthened the oblast administration’s capacity to deliver services remotely. This work has been carried out through two projects with a total value of €400,000. The enhancement of public service delivery in the Zhytomyr region is part of Estonia’s broader support to Ukraine’s wartime recovery, with a particular focus on this region.
